Disability Parking Permit

We present a pragmatic solution for issuing low cost  secure identity documents. 
The case described in detail are planned parking permits for disabled people 
issued by local authorities.

The paper describes in particular a new concept of verification  of face image 
of document holder in a way that ensures cryptographic security level 
on one hand and does not require the document to posses electronic chip 
on the other hand.
